According to the provisions of Article 3 of Circular 06\/2011\/TT-BYT, bringing products to market requires organizations and individuals to have a cosmetic product announcement form from a competent state management agency. permission. Before being circulated, products need to submit complete documents, including safety inspection documents, labels, and trademarks, at the Drug Administration of Vietnam.<\/p>\r\n

After the Drug Administration accepts the application, the business will receive a cosmetic product announcement form, allowing the product to circulate on the market. Cosmetic declaration applies to both domestic and imported cosmetics.<\/p>\r\n\r\n

2. Meaning of cosmetic declaration<\/strong><\/span><\/h3>\r\n

Cosmetics, because they are used directly on human skin, require declaration to ensure quality and safety. This is a prerequisite for the product to be legally allowed to circulate on the market.<\/p>\r\n

Regulations on cosmetic quality differ between countries, therefore, to circulate in each country, cosmetics need to be declared there. Publication in one country has no effect in another country.<\/p>\r\n\r\n

1. Imported cosmetic products do not contain banned substances:<\/p>\r\n

+ Imported cosmetic products must not contain prohibited ingredients or substances according to regulations<\/p>\r\n

2. Industry categories related to cosmetics in the business registration license:<\/p>\r\n

+ In the company's business registration license, there must be an industry category related to the cosmetics field.<\/p>\r\n\r\n

4. Cosmetic announcement procedures<\/strong><\/span><\/h3>\r\n

Documents that need to be prepared to carry out cosmetic declaration procedures include:<\/p>\r\n

+ Business registration certificate (copy) + company commitment.<\/p>\r\n

+ <\/em>Cosmetic product proclamation slip (02 copies) accompanied by proclamation data (soft copy of proclamation slip).<\/p>\r\n

+ Authorization letter from the manufacturer or product owner.<\/p>\r\n

+ CFS Certificate of Free Circulation of the product in the country of origin (consular legalization).<\/p>\r\n

+ Other documents such as ingredient list, formula, and uses of cosmetics, etc.<\/p>\r\n

Cosmetic declarations have a validity period of 5 years from the date of issue.<\/p>\r\n
